副词可以修饰形容词，也可以修饰副词，too是副词，所以它可以修饰形容词也可以修饰副词。一般情况下，too修饰形容词或者副词的时候应该放在它们之前。比如：The man is too old to carry the box.
too的用法
1.too后面跟不定式结构，主要有下面两种搭配结构。
（1）构成“too+形容词/副词+to do"结构，翻译为“太...以至于不能...”。
He's too old to work.
他年纪太大以至于不能工作。
It's too cold to play tennis.
太冷了以至于不能打网球。
【注】当“too…to…”结构前有词语修饰时，我们要结合语境。
如下面例句中Only too…to…=all（but）too…to…意为”实在（当然）非常……“，不同表示肯定意义，是一种强调语气。
A：“I am only too pleased to help you.”“我当然非常愿意帮助你。”
B：“It is most thoughtful of you!”“你想得真周到！”
（2）too也可以用在”too+形容词/副词+for+宾语+to do"结构中。
It's too late for the pubs to be open.
现在太晚了，酒吧还没有开门。
2.too作为副词，常常被一些程度副词修饰，如much,a lot,far,a little,a bit,rather.
3.too和否定词连用，no...to意为“越...越好”。此结构中的no可以用not代替，前面还可以用情态动词can，表示加强语气，意为“怎么...也不会过分"，如：
Business is business，no man can be too particular.
公事公办，任何人越认真越好。
You cannot praise the play too highly．
这出戏你无论怎样称赞都不会过分。
4.不要混淆too和too much。
too much用作副词短语，修饰谓语动词，相当于very much，意为“十分、很”。一般不放在“不带名词的形容词”或“动词”前面，如：
You are too kind to me.(Not...too much kind to me.)
你对我是如此的好。
